Agreement must be reached not only on the budgetary points, but also on the general provisions to be included in the trade agreement. These general provisions, drawn up in constant consultation with legal and technical experts, are intended to guarantee the concessions to be exchanged and, in general, to establish solid principles for trade relations between the two countries. For some companies, these results mean a greater ability to sell goods and services supported by American workers. But in many other cases, relatively few people in the U.S., with the exception of executives, professionals, and shareholders, will be significantly affected.18 Increasing growth prospects for U.S. companies is a normal and acceptable priority for U.S. trade policy.
